Unauthenticated information disclosure via rights endpoint

Missing authorization in Becon DATAGerry through 2.2.0 allows remote attackers to disclose sensitive rights data via a REST request. The /rest/rights/ handler accepts an unauthenticated GET request and returns data despite the documented JWT-cookie requirement. Reachability of the DATAGerry web API is required; the reported impact is read-only disclosure, with no reported data modification or service interruption.
