Controller service interruption via crafted packet flood

Insecure permissions in Silicon Labs Z-Wave 700/800 SDK 7.21.1 and earlier allow attackers to jam controllers with crafted packets. The controller accepts and validates unauthenticated Z-Wave packets, then remains busy responding when they are sent repeatedly. The attacker must be within roughly 40 to 100 meters, or extend that range with radio hardware; the resulting service interruption blocks legitimate controller tasks.
