Authenticated email-address disclosure via wildcard path mismatch

Incorrect authorization in Adapt Authoring Tool 0.11.3 and earlier allows remote authenticated users to disclose all registered email addresses. The captures function in lib/permissions.js accepts a shorter target URI because it treats a trailing wildcard as a matching segment without comparing path lengths. Any Authenticated User can request the Super Admin-only Get users endpoint; the direct impact is disclosure of every registered email address and role.
