Service crash via zero-length OpenTelemetry request

NULL pointer dereference in Fluent Bit 3.1.9 allows remote attackers to crash the service through its OpenTelemetry input endpoint. process_payload_traces_proto_ng() passes a NULL body created by Content-Length: 0 to cfl_sds_len(), which treats it as a valid cfl_sds structure. The OpenTelemetry input plugin must be enabled and network-accessible; exploitation terminates the Fluent Bit process without reported data disclosure or modification.
