Authenticated account impersonation via username truncation

Improper input validation in Siemens SCALANCE and RUGGEDCOM devices before V8.2 or V3.0.0 allows remote authenticated users to alter system data. The SSH and Telnet login path truncates usernames after 15 characters, causing distinct overlength names with the same prefix to resolve as one identity. An account with a colliding prefix and login access is required; successful exploitation applies the wrong account identity and permits that account's authorized changes.
