Extended blob read access via ignored duration

Improper access control in ICG.AspNetCore.Utilities.CloudStorage before 8.0.0 allows attackers extended blob read access via SAS URLs. CreateSASUrl ignores its tokenDuration argument and always sets ExpiresOn to one hour after the current time instead of adding the requested minutes. Exposure requires an application to issue a non-60-minute SAS URL and an attacker to obtain it; shorter-than-requested URLs instead end access early.
