Kernel crash via uninitialized ENETC VF state

NULL pointer dereference in the Linux ENETC PF driver allows local users to crash Linux and Siemens controllers via a VF MAC change. The enetc_pf_set_vf_mac function dereferences pf->vf_state when ndo_set_vf_mac is invoked before that state has been allocated during VF enablement. Reaching the fault requires local low-privileged access that can issue VF network configuration against ENETC PF hardware; the resulting impact is a kernel crash and service interruption.
