Kernel crash via DMA and DQL enqueue race

Race condition in the Xilinx Axienet driver in Linux 6.8 through 6.11.7 allows local users to crash the kernel during Tx. The transmit path starts the DMA engine before recording the packet in Dynamic Queue Limits, so the completion tasklet can dequeue an entry that has not been queued. Reachability requires the Xilinx Axienet driver and enough local transmit activity to win the timing window; the bounded impact is a kernel crash.
