Cross-process SVE disclosure via stale CPU state

State-management race in arm64 SVE support in affected Linux kernels allows local users to read another process's SVE predicate state. Preemption can migrate the SVE trap handler away from and back to one CPU, leaving TIF_SVE set while stale hardware state is treated as current and later copied to user space. An unprivileged process on SVE-capable arm64 hardware can drive the race; affected panic_on_warn systems can also crash on the resulting warning.
