Application crashes via forced-signal resource-limit enforcement

Denial of service in affected Linux kernel releases allows local users to crash applications by exhausting pending-signal slots. When RLIMIT_SIGPENDING is reached, sigqueue_alloc enforces the limit despite override_rlimit and delivers a forced signal such as SIGSEGV without its required siginfo. A local low-privileged user must exhaust the applicable pending-signal allowance; affected applications can then misidentify the fault and crash.
