Video-codec denial of service via stuck clock

Denial of service in Linux kernel 6.11 allows local users to disrupt video streaming through the Qualcomm Venus codec driver. The SM8350/SC8280XP video clock controller leaves vcodec GDSCs unable to switch hardware-control mode at runtime, so stream-on can leave video_cc_mvs0_clk stuck off. Reachability requires affected Qualcomm hardware with out-of-tree SM8350/SC8280XP Venus support; the grounded consequence is loss of video-codec availability, not data access or modification.
