Local service interruption via mlxsw IPv6 address leak

Memory leak in Linux mlxsw spectrum_ipip allows local users to exhaust kernel memory by changing an ip6gre remote IPv6 address. On a Spectrum-backed tunnel change, the driver neither inserts the new address into its hash table nor removes the old address from hardware-managed linear memory. Reaching the flaw requires local privilege to reconfigure an ip6gre net device on mlxsw Spectrum hardware; repeated changes consume kernel memory and can interrupt service.
