Kernel crash via stopped-interface tx-power query

Use of uninitialized data in affected Linux kernels allows local users to crash the kernel through a mac80211 tx-power query. ieee80211_get_tx_power calls the driver's get_txpower handler for a stopped virtual interface, causing a dereference of uninitialized or stale private data. An unprivileged local account can reach the path through NL80211_CMD_GET_INTERFACE or SIOCGIWTXPOW; affected pre-6.11 branches can also return stale kernel data.
