Local service interruption via unbalanced clock locking

Improper locking in affected Linux kernel releases allows local users to interrupt service through an invalid clock-setting request. In pc_clock_settime(), get_clock_desc() takes clk->rwsem and an fd reference before timespec64 validation, but the invalid-time error path releases neither resource. Low-privileged local access is required, and the retained lock and fd-related resources affect availability without reported confidentiality or integrity impact.
