Camera service interruption via mismatched stream accounting

Improper stream-state handling in Linux CAMSS on affected kernel branches allows local users to interrupt camera service through device ioctls. The video_stop_streaming() path compares the entity use_count with active streams and returns early when they differ, leaving video buffers active instead of releasing them. Access to CAMSS video device nodes is required; the camera graph then remains busy and unavailable to later stream requests.
