Kernel memory corruption via duplicated SCMI cleanup

Double free in ARM SCMI debugfs setup in Linux 6.3 and affected later branches allows local users to corrupt kernel memory. When devm_add_action_or_reset() fails, it invokes the registered cleanup, but scmi_debugfs_common_setup() calls the same cleanup again and frees dbg->name twice. Reachability requires the ARM SCMI debugfs initialization path and an action-registration failure; the published record identifies no reliable user-controlled trigger.
