System crash via unchecked SKB allocation failure

NULL pointer dereference in the Linux kernel octeon_ep driver allows local users to crash the system during receive polling. The __octep_oq_process_rx() path passes build_skb() allocation failure onward and dereferences the resulting NULL socket-buffer pointer instead of dropping and flushing the packet. Reachability requires a Marvell Octeon PCI Endpoint NIC using the driver, receive-path NAPI polling, and an SKB memory-allocation failure; impact is limited to service interruption from a kernel crash.
