Host availability loss via oversized integer shift

Undefined behavior in Linux KVM arm64 allows local users to cause a host-kernel availability failure during virtual CPU initialization. The reset_clidr function shifts the 32-bit integer literal 2 by CLIDR_TTYPE_SHIFT(loc), which reaches 33 bits when MTE is enabled.
