Reboot hang via quiesced UFS logical units

Denial of service in the Linux kernel UFS core from 5.14 allows local users to hang an early reboot by racing storage I/O with shutdown. ufshcd_shutdown marks logical units SDEV_QUIESCE, so firmware reads can remain blocked in blk_mq_submit_bio while device_shutdown waits on their mutex. The condition requires UFS-backed hardware, concurrent I/O during shutdown, and local low-privileged access; the resulting impact is a reboot hang.
