Misleading kernel diagnostics via zero-length userdata chunk

Improper warning handling in Linux netconsole 6.9 through 6.11.3 allows local users to generate misleading kernel diagnostics. In drivers/net/netconsole.c, write_ext_msg treats a zero-length userdata chunk as an error and calls WARN_ON_ONCE even though deferred transmission is valid. Reaching the condition requires local low-privileged access and insufficient buffer space; it produces a warning rather than losing userdata or interrupting service.
