Kernel memory exhaustion via omitted rule cleanup

Memory leaks in Linux 6.6.51 through 6.6.57 and 6.10.10 through 6.11.4 allow local users to exhaust kernel memory via a KUnit test. The vcap_api_encode_rule_test() function allocates rules, keys, and actions but omits vcap_free_rule() after each case, leaving objects unreferenced. Reachability requires a kernel built with the Microchip VCAP KUnit test and the ability to run that local self-test; ordinary network traffic does not trigger the leak.
