Kernel crash via premature blk-mq handler enablement

Denial of service in Linux kernel 6.10 through 6.11.4 and 6.12-rc1 through 6.12-rc3 allows local users to trigger a kernel oops. The blk_mq_init_allocated_queue path enables the CPU-hotplug handler before assigning q->tag_set, so the handler consults queue-mapping state through an unset pointer. Reaching the faulty handler requires local low-privileged access, and the documented consequence is a kernel crash rather than data disclosure or modification.
