Local system crash via unchecked stream encoder

NULL pointer dereference in affected Linux kernels starting at 5.5 allows local users to crash the system during AMD display timing validation. In dc_validate_boot_timing and dc_validate_seamless_boot_timing, the AMD display core dereferences the se stream-encoder pointer before confirming that it is non-NULL. Reachability requires local low-privileged access and the AMD display driver path; the reported consequence is a system crash, not data disclosure.
