Kernel panic via erroneous igb device restart

Denial of service in the Linux kernel igb driver allows local users to crash the system after a transient non-fatal PCIe error. igb_io_error_detected leaves the running device up, but igb_io_resume assumes it was brought down and calls igb_up, causing napi_enable to hit a kernel BUG. Reachability requires an affected kernel, an active igb interface, and PCIe error recovery; the documented consequence is an availability-only kernel panic.
