Local service interruption via VRF locking regression

Improper locking in Linux kernel VRF networking allows local users to interrupt service by sending traffic through a VRF interface. The vrf_finish_direct path calls dev_queue_xmit_nit with bottom halves enabled after removal of its RCU-bh critical section, violating the transmit helper's locking invariant. A low-privileged local user must exercise VRF output; recursive AF_PACKET locking can deadlock the kernel, with no reported confidentiality or integrity impact.
