Kernel panic via nonexistent per-CPU RCU access

Denial of service in affected Linux kernels allows local users to trigger a system panic on CONFIG_FORCE_NR_CPUS builds. The rcu_tasks_need_gpcb() path sizes enqueue and dequeue limits with nr_cpu_ids, then reaches a nonexistent per-CPU rtpcp slot when CPU-number holes exist. The flaw requires that build option and a sparse possible-CPU map; triggering it crashes the kernel and interrupts all services on the host.
