System crash via timerlat CPU-hotplug race

Race condition in the Linux kernel timerlat tracer allows local users to crash the system during concurrent CPU hotplug. osnoise_hotplug_workfn queues online processing asynchronously, then start_kthread can target a CPU already removed from cpu_online_mask and corrupt the active hrtimer. Reaching the race requires local access to tracing and CPU-hotplug controls; the documented consequence is a kernel warning, panic, or hang.
