Service interruption via multipart field memory amplification

Resource exhaustion in Pallets Werkzeug before 3.0.6 and Quart before 0.20.0 allows remote attackers to interrupt services via multipart forms. Each parser appends successive Data events for a non-file field without accumulating their total size, bypassing max_form_memory_size and amplifying memory use. Exposure requires a route that parses attacker-supplied multipart/form-data without an effective content-length or platform resource limit.
