Authenticated JSON file read via language path traversal

Path traversal in OpenRefine before 3.8.3 allows remote authenticated users to read arbitrary JSON files through load-language. LoadLanguageCommand concatenates the untrusted lang parameter into a translation filename and opens the normalized path without verifying that it remains under the module's langs directory. Network access and low privileges are required; exposure is limited to JSON files readable by the OpenRefine process.
