Stored XSS via unencoded bill names

Stored XSS in LibreNMS before 24.10.0 allows remote authenticated users to run JavaScript in another user's browser via a bill name. The Manage Access renderer inserts stored bill_name values into table and option markup without HTML encoding. A privileged account must create the crafted bill, and another user must open the Bill Access dropdown, exposing that user's session to unauthorized actions.
