Unauthorized side effects via skipped atomic query

Authorization bypass in AshPostgres 2.0.0 through 2.4.9 allows remote attackers to trigger unauthorized update-action side effects. In AshPostgres.DataLayer, the empty-result branch returns the existing record without executing an atomic query whose authorization errors enforce policy. Exposure requires application code to call Ash.update with no inputs or changed fields on an atomic, authorized action that has no update defaults, retains atomic execution, and runs a side-effecting change; standard AshGraphql and AshJsonApi action calls are unaffected.
