Unauthorized local API access via unbound DPoP keys

Improper authentication in Duende IdentityServer 7.0.0 through 7.0.7 allows remote attackers to access local APIs with leaked DPoP tokens. ValidateHeaderAsync previously derived confirmation from the proof key without comparing its thumbprint to the access token's cnf.jkt value. Exploitation requires a leaked token and a custom Local API endpoint with DPoP explicitly enabled; the default bearer-token mode is unaffected.
