Local denial of service via unbounded voicemail settings

Resource exhaustion in Android 12, 12L, 13, 14, and 15 allows local users to force a persistent device crash loop. The visual voicemail SMS filter accepted settings from unauthorized calling packages and imposed no bounds on client prefixes, originating-number lists, or their elements. A low-privileged app can repeatedly supply oversized settings without user interaction, exhausting resources and interrupting device availability.
