Device reset via missing DSU state check

Logic error in Android Settings 12 through 14 allows local users to trigger a factory reset while a Dynamic System Update is in use. The MainClear onClick handler proceeds without checking DynamicSystemManager.isInUse(), leaving the reset path enabled during DSU mode. Local low-privileged access is sufficient and no user interaction is required, resulting in device unavailability through an unintended reset.
