Local privilege escalation via oversized vibration effects

Resource exhaustion in Android 15 Framework allows local users to escalate privileges by preventing permission settings from being persisted. NotificationChannel accepts oversized vibration patterns and effects whose expanded XML serialization can exhaust resources and cause permission-state writes to fail. A local low-privileged app can trigger the condition without user interaction and retain access that changed permissions should have removed.
