System hang via quiesced admin queue teardown

Denial of service in the Linux kernel nvme-rdma host driver allows attackers to hang the kernel during failed controller creation. The teardown path quiesces admin_q before canceling requests but destroys it without first unquiescing it, so pending requests cannot drain and blk_mq_freeze_queue_wait() waits forever. Reachability requires low privileges and an NVMe/RDMA configuration in which controller creation fails; the bounded consequence is a persistent system hang.
