Privileged account takeover via unprotected password reset

Improper authorization in Autolab 3.0.0 allows remote authenticated users to reset passwords for privileged email-based accounts. The UsersController skips authenticate_for_action and omits administrator authorization for update_password_for_user before accepting a target user ID. A low-privilege session is sufficient to replace a privileged account's password and gain access to that account.
