Service degradation via recursive media proxy loops

Denial of service in Misskey 2024.10.1 and earlier allows remote attackers to degrade service through nested media-proxy requests. FileServerService.prototype.proxyHandler accepts requests from another proxy and follows a redirect into another nested proxy request, recursing until timeout. A crafted note is required; one source instance can drive excessive CPU and gigabytes of memory on another while remaining below rate limits.
