XXE in PHPOffice PhpSpreadsheet affected versions allows remote attackers to read server-accessible data through a crafted XLSX file. XmlScanner.findCharSet accepts a decoy double-quoted UTF-8 declaration in a trailing UTF-7 comment, so it misses the real single-quoted UTF-7 header and permits external-entity processing. Exploitation requires an application to process an attacker-supplied XLSX file, and the reported impact is limited to confidentiality.
