Policy-management crash via unsafe watcher-channel closure

Denial of service in ONOS Project SDRAN-in-a-Box 1.4.3 with onos-a1t 0.2.3 allows remote attackers to crash policy management. Concurrent HTTP replay of JSON traffic-steering policies reaches DeleteWatcher, which closes an uninitialized or already-closed watcher channel and triggers a Go panic. The unauthenticated network path requires concurrent policy requests and terminates the A1 Termination service, interrupting A1 policy management.
