Administrative access via unrestricted password guessing

Improper login-attempt restriction in ETSI Open-Source MANO 14.x, 15.x, 16.x, and 17.x allows remote attackers to gain admin access. The default admin account is marked always-active, so the five-failure lockout applied to regular accounts never locks or throttles that account. Exposure of the UI or API permits unrestricted password guessing, and a correct guess grants full administrative control.
