Authenticated script execution via unescaped school year

The Candidates Report handler at /grading/rms.php reflects the school_year query parameter into HTML without neutralizing script markup. Exploitation requires authenticated report access and user interaction, and the demonstrated consequence is JavaScript execution that reads a browser cookie available to the application.
