Credential disclosure via unredacted bootstrap logging

Cleartext credential storage in Red Hat OpenStack Platform director 16.2 and 17.1 allows local users to read service passwords from logs. During undercloud deployment or upgrade, MySQL container bootstrap writes DB_ROOT_PASSWORD and RABBITMQ_CLUSTER_COOKIE values unredacted to /var/log/messages. Any account permitted to read that log can recover database and RabbitMQ credentials, and the exposure occurs even when undercloud_debug is false.
