Controller crash-loop via global metrics transport race

Race condition in Argo Workflows 3.6.0-rc1 allows remote authenticated users to repeatedly crash the workflow controller. The metrics transport wrapper stores each Kubernetes API client's RoundTripper in one global object, so overlapping SPDY requests can replace it and trigger a nil-pointer panic. Workflow-creation access is required; rapidly creating and terminating daemon workflows can crash-loop the controller and stall other workflows.
