Policy enforcement bypass in Cilium 1.14.0 through 1.14.15 and 1.15.0 through 1.15.9 allows remote attackers to reach denied CIDRs. The denyPreferredInsertWithChanges logic treats a broad deny entry as redundant and removes it when a narrower allow entry is inserted. Exposure requires a broader-than-/32 deny plus a narrower CIDRSet or toFQDN rule using enableDefaultDeny false or toEntities all, allowing traffic that the broader rule should block.
