Stored XSS via unescaped localized date messages

Stored XSS in Miraheze ImportDump allows remote authenticated users to execute script in viewers of Special:RequestImportQueue. ImportDumpRequestQueuePager::formatValue places the localized request timestamp into HTML without escaping it as data. Administrator or interface-administrator rights are required to alter the date messages, and the payload executes when another user opens the queue.
