Authorization bypass in Jenkins 2.478 and earlier and LTS 2.462.2 and earlier allows remote authenticated users to create prohibited items. Failed ACL#hasCreatePermission2 or TopLevelItemDescriptor#isApplicableIn checks delete the new item only from disk while retaining it in memory. Item/Create permission permits a temporary item; Item/Configure permission permits saving it persistently.
