Off-channel transmission failure via inherited rate mask

Improper rate handling in Linux mac80211 allows local users to interrupt off-channel wireless transmissions through a crafted rate mask. The ieee80211_mgmt_tx path fails to mark off-channel management frames to bypass the interface rate mask, so ieee80211_get_tx_rates can apply an incompatible mask and report no supported rate. Local access and an affected mac80211 interface configured with an empty legacy-rate mask plus HE MCS rates are required; the consequence is failed off-channel transmission, not a system-wide outage.
