Service interruption via mismatched IRQ locking

Improper locking in the Linux RDMA/HNS driver from 4.9 allows local users to interrupt service during queue-pair creation. In add_qp_to_list(), spin_lock_irq() and spin_unlock_irq() are nested inside a spin_lock_irqsave() section, enabling interrupts before the outer spin_unlock_irqrestore() restores state. Reachability requires local low-privileged access and the HNS RoCE v2 queue-pair path; published records do not specify whether availability loss is a hang, crash, or reboot.
