CPU hang via non-yielding socket-map teardown

Resource exhaustion in affected Linux kernel releases allows local users to cause a CPU soft lockup by destroying a large socket map. sock_hash_free() traverses every bucket during map teardown without a scheduling point, so a large bucket array monopolizes the CPU instead of yielding. Exploitation requires local low-privileged access and control of a large BPF socket-hash map; the bounded consequence is a CPU hang and service interruption.
